Why set the story in 1993?

The year places the movie inside the arcade era associated with Street Fighter's global breakthrough. It can support analog technology, period fashion and a world in which a secretive international tournament is harder to document instantly. It also separates the film from the current-day chronology of Street Fighter 6.

The roster proves that 1993 is not a publication-history restriction: several included characters debuted later.

Ryu and Ken's starting point

The pair are already trained and already estranged. That avoids spending the entire movie on a conventional origin story, while giving the plot a personal question: what broke the friendship, and why does the tournament force that conflict back into the open?

Chun-Li's role

Chun-Li recruits the two leads, which makes her an informed agent rather than a fighter they meet by chance.
